General House Rules

To make your trip as comfortable as possible, there are a number of rules that apply at HTM stops and on HTM vehicles. These rules apply to every vehicle and at all HTM stops. Please note: additional rules may apply depending on the vehicle. Read the specific rules for trams and buses here .

  • Valid Ticket - As soon as you board the tram or bus, you are required to have a valid ticket. Tap your OV-chipkaart or (mobile) debit card to travel using your balance or monthly pass, or purchase a ticket at the service counter. All HTM employees are authorized to ask passengers for a valid ticket.
  • Bicycles - Bicycles are only allowed on tram lines 3, 4, and 34 on weekdays after 7:00 p.m. and all day on Saturdays and Sundays. Bicycles are not permitted on any other bus or tram lines.
  • Folding Bikes - Folding bikes are allowed on HTM buses and trams. Please note: this is only permitted if the bikes are fully folded and carried as carry-on luggage.
  • Medical aids such as walkers and mobility scooters are welcome
  • Video Surveillance - Some HTM stops, trams, and buses are equipped with video cameras. These locations are marked with a sticker featuring the camera symbol. The footage is recorded. The driver does not have access to the recording equipment. Read our Privacy Statement to learn how we handle the footage.
  • No eating, drinking, or smoking—We like to keep our trams and buses clean. For this reason, smoking, eating, and drinking are prohibited on all HTM vehicles. This prohibition also applies at some stops and stations (such as the tram tunnel, Central Station, and Beatrixkwartier). E-cigarettes (vapes) are also covered by this ban.
  • No inline skates, roller skates, skateboards, etc.
  • No feet on the seats —To keep the trams and buses clean and in good condition, this is not allowed. Please keep your feet down while sitting on a seat or bench.
  • Dogs must be on a leash and not on seats —Dogs are allowed on all HTM vehicles free of charge. They must be kept on a leash and remain in the aisle.
  • Do not cause noise disturbances—Listen to music with headphones or earbuds to prevent noise disturbances. Loud conversations or phone calls also disturb other passengers and staff.
  • Show Identification – To prevent fare evasion, everyone aged 12 and older must be able to show identification, such as a passport, ID card, or driver’s license. HTM inspectors may ask for identification and issue a citation.
  • Identifying BOA Inspectors - Our BOA inspectors wear HTM uniforms and can be identified by the BOA (Special Investigating Officer) logo. If asked, they can show their identification. HTM also conducts inspections in plain clothes. In such cases, the inspector must always identify themselves in advance.
  • No Filming or Photography— Permission is required to film or take photographs on an HTM tram or bus. Permission is also required for photographing or filming at RandstadRail stops from The Hague Central Station in the direction of Zoetermeer and vice versa. Please be considerate of our passengers and employees; do not interview them or film them in a way that makes them recognizable against their will. To request permission, click here.
  • Terms and Conditions - HTM’s terms of service and privacy policy apply to all HTM transportation services.

Wheelchairs and mobility scooters

On all buses and all trams—with the exception of high-entry trams—you may board with a wheelchair, electric wheelchair, foldable mobility scooter, or mobility scooter.

High-entry trams operate on lines 1, 6, and 12.

On buses, ask the driver to lower the ramp so you can roll your wheelchair onto the bus. This is not necessary for a walker.

Medical devices such as walkers

Medical devices are permitted on all buses and trams; however, we can imagine that trams with a high step on lines 1, 6, and 12 may not be suitable for this purpose.

Medical aids must be clearly identifiable as such; balance bikes are permitted, but bicycles that are not recognizable as medical aids are not. For all assistive devices, such as walkers and balance bikes, it is not advisable to remain seated on them; instead, please use the designated seating areas for passengers with disabilities.

No inline skates, roller skates, skateboards, or other wheeled devices

It is dangerous to stand on roller skates or other rolling devices on a bus or tram. In the event of an emergency stop, this poses a danger to yourself and your fellow passengers. Larger rolling devices, such as wheelbarrows, are also not permitted. Only items that can be carried as carry-on luggage are allowed.
